The humanitarian and medical organisation, Doctors Without Borders, opened a Shared IT Service (SITS) centre in Prague in 2019. This centre provides IT support to all interested parties around the world – people sent to missions, operating centres, sections and branch offices.
Providing the best medical care possible in its intervention contexts is a core responsibility for MSF. Despite continuous efforts, ensuring MSF health workers with uneven clinical background provide care that puts the patient at the center and ensures patient safety is a real challenge, especially in remote and scattered small health facilities where delivering sufficient clinical training and supervision is difficult.
As an Application Management Team Lead, your mission is to oversee software application development, implementation, and maintenance while leading and empowering your team to achieve excellence. Beyond managing project timelines, budgets, and resources, you will mentor team members, coordinate daily activities, and foster a collaborative, innovative environment. You will play a pivotal role in ensuring all applications align with organizational goals, meet quality and security standards, and anticipate industry trends.
In addition, you will guide and support your team as they actively contribute to designing and partially developing tailored solutions, including data-driven application and integration projects. By collaborating with other teams across the organization, your team will help enable the seamless delivery of services outlined in the service catalog, driving efficiency, scalability, and value for the organization.
This position reports to the Technical Delivery Manager.
Responsibilities:
- Coordinates and supports the back-end support model already in place to provide quality support for custom applications used both among end users and content developers within MSF.
- Collects intersectional / common IT needs.
- Organise and coordinate the preparation of Requests for Change (RFCs), ensuring:
- Functional input from Application Owners and Super‑Users
- Technical input from relevant domain leads
- Completeness and quality of RFC information
- Compatibility with MSF IT environments across Operational Centres
- Manage operational SLAs and engagement with developers, including data‑privacy considerations
- Provides & maintains tools for the administration of governance processes.
- Coordinates the test scenarios & environments, when needed.
- Offers support to Application IT Focal Points and Super-Users on technical matters, when needed.
- Stays engaged with Application IT Focal Points / expertise of focal points in the OCs.
- Stimulates and supports the sharing of best practices.
- Coordinates with Application Super-Users, Data Protection Officers/Focal Points (DPOs/DPFPs) from MSF entities using Application and the International HR Data Privacy team to carry out assessments of Application’s data privacy arrangements and informs relevant parties of actions needed to address identified deficits and risks.
- Guarantees compliance of the application with security policies and procedures.
- Carries out other relevant duties as required.
People management and Leadership:
- Manage daily activities and supervise Applications team
- Provide training to L1, L2, and L3 staff on best practices, processes, and tools, ensuring a consistent approach to service delivery
- Motivate, support, inspire, and mentor the team
- Onboard new team members and ensure effective integration into the support mode
- Provide feedback to team members and participate in performance review
- Delegate tasks appropriately and provide consultancy and guidance to team members
- Liaise and collaborate with other team leads to ensure inter department collaboration, direction and performances are in line with overall MSF SITS expectations and strategy
- Propose improvements and bring new ideas to enhance team performance and service quality
Requirements:
Skills/Technical competencies:
- Excellent overall understanding of IT matters, including IT architecture, IT organisations, technologies, and off‑the‑shelf and open‑source IT solutions
- Experience in the implementation and operation of IT support models and service delivery processes
- Strong understanding of IT testing processes, quality assurance practices, and release management
- Strong business analysis skills, including the ability to understand business processes, translate functional requirements into technical requirements, and support prioritisation decisions
- Excellent analytical, problem‑solving, and synthesis skills, with the ability to contribute actively to improvements in operational processes and service delivery
- Solid understanding of web and mobile application development and implementation
- Experience with modern application frameworks and technologies, including Next.js, JavaScript / Node.js, Angular, Java, PHP, and Python
- Knowledge of API‑based architectures, including RESTful APIs, web services, and common API frameworks
- Experience with Azure Function Apps and serverless application architectures is an asset
- Experience with application life‑cycle management, including prerequisites, release processes, deployments, and ongoing maintenance
- Experience with mobile application management and life‑cycle considerations
- Skills in database management, including SQL, PostgreSQL, MS SQL Server, and Azure SQL Server
- Familiarity with NoSQL databases, including CouchDB
- Experience using and managing OpenHIM (ETL / integration platform) is an asset
- Knowledge of Microsoft Azure environments, including Azure Web App Services and Azure Virtual Desktop (AVD)
- Knowledge of C#, .NET framework, Microsoft MVC, and related Microsoft application platforms is an asset
- Familiarity with web server management and Linux environments is an asset
- Comfortable using mobile device management (MDM) and endpoint management tools
- Comfortable working with ITSM ticketing solutions
- Knowledge of Microsoft 365 tools, including Office, SharePoint, Power Platform, and Intune
- Experience with Jira or similar work‑management and tracking tools
Professional requirements:
University degree in computer sciences, information systems, engineering.
- Min 3-5 years of work experience in the software development domain.
- IT Troubleshooting experience is key.
- Experience in various functions - Application owner, business analysis and Quality Assurance
- Revising and overseeing protocols and procedures for the use of software application
- Create processes and protocols for liaising with various MSF IT sections
- Experience in an international and multicultural environment
- Experience in medical technologies, medical digital transformations
- Business Intelligence experience is a plus
- Fluent in English
- French will be an asset
- Minimium 3 years experience of working in an application support role
- Solid knowledge of application development processes (requirements gathering, formulating specifications, implementation, testing, compliance)
- Extent & relevance of experience in leading diverse teams in international & multi-cultural settings

Who we are:
Médecins Sans Frontières (MSF) / Doctors Without Borders is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters, and healthcare exclusion. MSF offers assistance to people in need and irrespective of race, religion, gender, or political affiliation. MSF’s actions are guided by medical ethics and the principles of impartiality, independence, and neutrality. Over 90% of the organization’s funding comes from individual private donors giving small amounts.
The organisation was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra, Nigeria. Their aim was to establish an independent organization that focuses on delivering emergency medicine aid quickly, effectively and impartially. Three hundred volunteers made up the organization when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.
Today, MSF is a worldwide movement of more than 65,000 people working in 21 sections, 12 branch offices, 5 Operational Centres and three supply centres worldwide. There are as many IT departments as sections, and together they support more than 32,000 system users spread over MSF offices and missions across the globe. To gain in efficiency and improve end-user experience, MSF has built its own Shared IT Services (SITS) Centre in Prague.
