The Anticipatory Action (AA) Advisor will play a key role in strengthening and scaling PIN’s anticipatory action programmes and expertise.
The position focuses on providing technical leadership, strategic guidance and operational support to Country Programmes (CPs) to design, implement and institutionalise anticipatory action mechanisms with a focus on climate disasters and conflict (as priority) and other disasters (e.g. epidemics).
The role combines strong technical expertise in anticipatory action with the ability to work across disciplines, support country teams, engage with donors and partners, and contribute to organisational learning and positioning in the anticipatory action space.
Reporting Relations & Interdependencies
The Anticipatory Action Advisor reports to the Climate Resilience Strategy Lead. S/he does not have direct line management responsibilities.
The Advisor is part of the DRM team, in the Climate Resilience pillar within the Programme, Strategy and Impact Unit, a dynamic team of technical advisors and specialists, focusing on high-quality program development. Given the interlinkages between anticipatory action and humanitarian response, the Advisor works very closely with PIN’s Humanitarian unit to bridge anticipatory and response programming.
S/he collaborates closely with Country Programme teams, MEAL unit, Institutional Fundraising Unit and Digital Unit.
The role requires close coordination with external partners including donors, AA coordination platforms, research institutions, and other relevant stakeholders.
Duties & Responsibilities:
Technical expertise on Anticipatory Action:
- Provide technical expertise on anticipatory action, forecast-based financing and connection to shock-responsive social safety nets across PIN programmes.
- Lead the development and strengthening of PIN’s AA approaches in various fragile or conflict-affected contexts, including designing and implementing hazard-based AA interventions for forecastable hazards ,and the development of conflict-sensitive AA models related to conflict-induced displacement.Support Country Programmes in designing and operationalising anticipatory action protocols, including risk prioritization, the use of Early Warning Systems and impact-based, multi-hazard forecasts to define triggers and thresholds, as well as preparedness actions and standard operating procedures.
- Advise on the integration of anticipatory action within broader DRM, climate adaptation, social protection and resilience programmes.
- Ensure technical coherence and quality of anticipatory action interventions across different country contexts.
- Support alignment of anticipatory action programmes with national, regional/international DRM frameworks, Early Warning Systems (including impact-based forecasting), contingency planning and climate policies.
Programme Design & Development:
- Support or lead the design of anticipatory action components in project proposals for institutional donors, climate funds, and humanitarian funding mechanisms.
- Contribute to concept notes, proposals and donor engagement related to anticipatory action.
- Act as PIN’s focal point on AA for the START Network, supporting and coordinating on START Network AA mechanisms with PIN country programmes. This includes promoting and supporting the submission of START AA alerts and proposals, and providing coordination or technical support to PIN’s engagement in START Ready where PIN is a partner
- Actively contribute to the strategic development and coordination of partnership strategies with global and regional climate and forecasting institutions as well as supporting engagement local actors, local authorities and peer agencies to advance Anticipatory Action work
- Play a leadership role in external and internal working groups to continually learn and adapt best practices in Anticipatory Action and institutionalize key learning.
- Lead the development of AA programme development, including integrating cash distribution, in cooperation with the Cash advisor
- Ensure that all AA interventions are conflict-sensitive and align with PIN’s safe, inclusive and accountable (SIA) programming approach
Country Programme support:
- Provide technical support required to assess, implement and monitor high quality AA programmes through the development and use of standardised tools, guidance documents and quality standards
- Contribute to anticipatory action project reviews and evaluations in collaboration with the MEAL unit and CP MEAL teams.
- Proactively maintains regular communication with relevant CPs to support strategy roll-out and ongoing programmatic needs, including monthly (or more regular) calls, ad hoc support, participation in country level project kick-off meetings, reviews and evaluations
- Conduct regular field visits to support implementation, monitoring and learning and provide in-person technical support and guidance
Knowledge management:
- Delivery of training and workshops on AA programming, following a mentoring approach, where possible, on key strategic topics for relevant CP teams and partners
- Supports the development, collection and management of PIN’s key AA resources and tools, and their alignment with other PIN approaches and products (notably within DRM)
- Supports the collection of evidence that supports PIN’s global and country level positioning, communication, fundraising and advocacy efforts related to AA
- Documents PIN’s AA experiences and lessons learned (learning briefs and papers), collects and shares best practices across PIN’s AA programming and with the sector more widely
- Supports the roll-out of systematic experience and knowledge sharing between CPs (learning circles, sharing events, etc.)
General responsibilities:
- Works with the Climate Resilience Strategy Lead and DRM team to ensure coherence between early warning, risk analysis and anticipatory action activation, including mapping of progress/direction and collaboration with other technical advisors
- Shares information on AA agenda and progress in assigned CPs within PSI, regional and Head of Programmes coordination meetings, as needed
- Maintains PSI products such as the Knowledge and Learning Centre (KLC) and Indikit, ensuring they are aligned with global standards and best practice, and promotes usage of the sector resources
Miscellaneous:
- Contribute to the development of PIN organizational policies and programmatic work by participating in PIN strategic and programmatic discussions, and proactively proposing improvements to PIN’s approaches and strategies;
- Internal coordination with other technical advisors, MEAL, Digital Unit and Communication department
- Perform other tasks as requested by the line manager.
Requirements:
- At least 5 years of professional experience in designing and implementing Anticipatory action programming
- Proven technical expertise in Anticipatory action, early warning and Disaster Risk Management
- A university degree in a relevant field
- Experience in partnering with key actors and donors: ECHO, Start Fund, WMO, REAP, etc.
- Strong experience in conducting assessment and developing proposals
- Demonstrated ability to produce high-quality written products (case studies, business cases, capability statements)
- Strong representation and networking skills; confident in international platforms.
- Willingness to travel internationally.
- Excellent spoken and written English
